
Well, it seems the Democrats finally have someone interested in challenging John Leopold or the yet undetermined Republican nominee. In this case, it's a notable face intimately familiar with the office of Anne Arundel County Executive. According to my sources, Janet Owens has made it known that she'll seriously consider mounting a campaign to reclaim the seat she stepped away from back in 2006.
When I initially heard this rumor, I felt it couldn't be possible since Mrs. Owens already served two terms. Then, I came across Article IV, Section 401 of Anne Arundel County Code. It reads as follows: "No person elected or appointed to the office of County Executive shall be eligible to succeed himself or herself if he or she has served in such office for two consecutive four-year terms". Therefore, since Mrs. Owens does not currently occupy the seat, she may pursue it once again.
I can just hear my Republicans friends laughing at the notion of Janet Owens trying to comeback. Likewise, I also have concerns based on some of Mrs. Owens' policy decisions of the past. Still, it would be a mistake to underestimate her chances. No one, including myself, gave her much of a prayer to unseat John Gary back in 1998. Yet somehow, this former judge of the Orphans Court shocked the local political world with her victory.
At this juncture, I would guess the Democratic nomination would be nearly a lock for Mrs. Owens. From there, I would expect a highly competitive general election fight. Too bad it's only June of 2009.

What a joke......pure outright joke. She wasted more money on stupid projects than Leopold and Lighthizer combined.
Anon 9:23 is out in left field. If Owens runs she'll get at least 48% of the vote. And if Penisgate is still brewing, a woman with a pulse will beat Leopold.
If Janet doesn't have a primary, watch out.
Spare me. The economy is the #1 reason the County is broke, and Janet Owens is the #2 reason. Anybody for a round of golf a Compass Point?
Hmmmm didn't the County Council unanimously approve the Compass Point project???
If you look carefully at the facts, you'll note Owens actually exercised some restraint during her terms. She never took the tax cap to its permitted maximum and is the vision behind Arundel Mills Mall and Parole Town Center each of which are monstrous economic engines for the County.
The Council was forced to agree to Compass Point or forfeit the County's bond rating because Janet O signed documents she had no authority to sign. She did raise taxes to the max under the tax cap, and Arundel Mills started under John Gary, not Janet.
Please, make her go away!

Great. Just what we need. A repeat offender. The beehive killed the last of that ignorant jackass's useable brain cells.
For the common good, best if Leopold and Owens ran off together. Perhaps to a mall parking lot somewhere in Argentina.
